"The village of Kombuthi, known for its thievery, is under the control of a leader named Veyanna. After Kombuthi helped the neighboring village of Perumbacheri recover from the cruelty of untouchability, the village of Perunazhi suffers.

To control Kombuthi, the British government attempts to establish a police station (kacheri) in Perunazhi and enforce the Regulation Act. The efforts of two officials failed. In a third attempt, Veyanna's lost son, Sethu, takes on the responsibility of the kacheri and tries to impose order.

Sethu takes an oath from Veyanna not to engage in thievery, thus preventing theft. As a result, Pachaimuthu from Perunazhi, affected by this, plots against Kombuthi by spreading a false name and leads the villagers to kill them under the guise of the British government.
